Within 6 weeks since the third-time revised Patent Law Implementing Regulations took effect on February 1, 2010, a Japanese book titled “Introduction to Chinese Patent Law - On its Third Revision”, by Wang Huimin, Chairman of China Science, was published by the Research Institute of Economy Trade and Industry in Japan in March 2010.
The book gives a detailed term-by-term interpretation of the Patent Law of China and it Implementing Regulations which underwent the third time revision and was put into use on October 1, 2009 and February 1, 2010 respectively. All the new rules introduced by the revision are explained with background information. The book also provides practical recommendations for patent applicats to understand and implement the laws.
This is actually not the first time that Mr. writes about China’s patent system in Japanese language. Back to the 1980’s, his series of articles “On Chinese Patent Law - A Comparison with Japanese Patent Law” were published on Vol. 34 No. 1 - No. 6, “Japanese Journal of AIPPI”, which was well accepted by Japanese patent practitioners as a pioneer introduction of China’s patent law.
After the new book was published, a seminar was jointly held by China Science, Tsukuni & Associates, and the Research Institute of Economy Trade and Industry in Tokyo and Osaka, where Mr. Wang Huimin did presentations on the Impacts of the Patent Law Revision on Practices. More than 300 from enterprises and law firms attend the seminars, which impressively turned out to a friendly gathering of some senior patent attorneys of China and Japan.
